The quality education to all children studying in Tamil Nadu without any difference, discrimination based on their economic, social, racial or cultural background is the main vision of this Samacheer Kalvi.
Implementation of Samacheer Kalvi in Chennai
This Samacheer Kalvi was first introduced in the year 2010 by then ruling government of Tamil Nadu, DMK. They first had a trial of this Unique Education Scheme for students of I and VI in that academic year. Thus, as it had a huge response among people and students then they decided to implement to all standards from the next corresponding year. But to all fate, the DMK party had a great defeat in the election and the Government was moved to the hands of ADMK, the current ruling party of Tamil Nadu.

The present ruling government of Tamil Nadu decided not to implement this Unique Educational System and banned this Samacheer Kalvi for the academic year
2011-2012. The reason for this ban, the cause was, as the books had the content of praising the DMK's leader. The High Court of Tamil Nadu ordered the government that the Samacheer Kalvi must come to implement soon and it cannot be banned. Again the government of Tamil Nadu filed a case against this in Supreme Court and the Apex court refused to stay the order in Supreme Court and ordered the Tamil Nadu government to distribute books and follow Samacheer Kalvi on or before August 2,2011.
The Supreme Court of India has rejected Tamilnadu State Government's request to ban Samacheer Kalvi, the Tamilnadu Uniform System of School Education and also insisted the state government to implement the Uniform System of School Education Act within 10 days on or before August 19, 2011. It was also stated in the order given by the Supreme Court to Tamil Nadu Government that they can delete any sort of objectionable, self praising materials such as personal glorification, self publicity and promotions involved, rather than putting the Unique Educational System Act 2010 in abeyance for indefinite period.

And the day came were all the schools started and the distribution of Samacheer Kalvi books all over Tamil Nadu were done. All the books, retail, and the godowns had to work overtime for this process of distribution in all regions. As said by the Supreme Court of India, all the books were distributed and schools started to function by this week Tuesday. But yet some schools have planned to follow old syllabus for lower standards since it too late to start and they would follow this Samacheer Kalvi for higher standards of IX and X alone this year.
